스콜피온스(Scorpions)는 독일이 낳은 록 헤비메탈 밴드로 영국을 제외한 유럽 밴드 중에서 헤비메탈 역사상 가장 큰 성공을 이룬 밴드이다. 1969년 독일 하노버에서 기타리스트인 루돌프 쉥커(Rudolf Schenker)를 중심으로 결성된 남성 출신의 남성 5인조 하드록 밴드은 기타리스트인 루돌프 생커(Rudolf Schenker)와 클라우스 마이네(Klause Meine)가 주축이 되어 정비된 라인없이 1969년 모여 결성하였고, 71년 결성된 스콜피온스는 현재 마티아스 얍스(Matthias Jabs, guitar), 후렌시스 브콜즈(Francis Buckholz, bass), 힐맨 라레벨(Herman Rarebell)으로 구성되었다. 음악 스타일로는 본 조비(Bon Jovi)나 데프 레파드(Def Leppard)와 성격을 같이한다고 평가받았다 그 후 그들은 전 세계적으로 엄청난 음반판매 기록으로 독일 출신으로는 가장 성공한 하드 록 밴드이기도 했다. 잠시 침체했지만, 여전히 세계 정상의 베를린필 하모닉 오케스트라와 크로스 오버 음반을 협연하기도 했으며 꾸준히 라이브 무대를 갖는 등 왕성한 활동을 펼쳐 지금도 그들만의 사운드와 애잔한 허스키 보이스의 절규하는 듯한 창법에 아직 많은 사랑을 받고 있다. 이 곡은 1991년 스콜피언스가 구소련의 개화 물결에 때를 같이하여 발표한 앨범에 수록되어 인기를 얻었던 곡으로 빌보드차트 4위를 기록한 곡이다. 당시 고르바초프의 주도 하에 구소련에서 실행되던 Perestroika(개혁정책)와 서구 자본주의에 대한 Glasnost(개방 정책)을 내용으로 담고 있으며, 노래의 주된 내용 역시  모스크바의 거리에서 변화의 기운을 느끼며 모든 사람이 자유를 누리며 평안을 누릴 수 있는 때가 오기를 희망하는 내용을 담고 있다.
